Alcohol has been blamed on a bizarre incident that happened on Old Hickory Boulevard.
Reports stated it happened in the area of Bell Road Saturday. Police said Kenneth Jester was riding a Walmart electric scooter through traffic.
He was so intoxicated, police said he was unable to care for himself.
Walmart retrieved the cart and declined pressing charges, but police arrested him for his own safety and charged him with public intoxication.
